This curated layer contains reviewed public artifacts selected for a documented relationship to a directive. It is selective, not comprehensive or live. Inclusion documents a source relationship; it does not establish implementation status, completion, compliance, or performance. Omission is not evidence that no implementation activity or public record exists.
The collection scope is selective. Records are added only after their public source, directive relationship, locator, and limitations are reviewed.

Sources checked, and when they are checked next
An empty evidence list can mean two different things: the listed public sources were checked and nothing citing the order was found, or nobody has successfully looked yet. The table below is the committed list of sources this register checks, the date each was last checked, and what that check found. A directive page says which of the two states it is in.
Review commitment: The sources listed in reviewSources are re-checked on or before nextReviewOn, and again in the week after the 2026-10-24 calculated planning date shared by directives 1(a) through 1(g). Each sweep is recorded in sweeps whether or not it adds a record. A lapsed nextReviewOn is published as lapsed and blocks a release after the same grace window the context watchlist uses.

- This record covers only proposed SCCP and LPP-C changes associated with Section 5's state-guideline clause. It does not cover ATP, TIRCP, other programs, or Caltrans's federal-funding-identification clause, and it does not establish adoption, completion, compliance, or agency performance.
- This pre-workshop reference material retains a scheduled-event date because that is how the artifact framed July 15 when retrieved. A separately reviewed presentation and a recording were available on the Commission workshop page by July 22, 2026.

What the public record documents
The Commission's workshop presentation identifies Order 5 as the basis for proposed changes to the 2026 SCCP and LPP-C guidelines, reproduces the proposed transit-priority and first- and last-mile additions, and says guideline development is not currently open for the other Commission programs named by the order.

- The presentation documents proposals discussed in one workshop; it is not a final guideline, adoption record, completion finding, compliance determination, or performance measure.
- It addresses only the SCCP and LPP-C state-guideline clause. The statement that other Commission guideline cycles are not currently open does not establish when or how those programs will change, and the deck does not address Caltrans's federal-funding-identification clause.
- The artifact header shows the July 15 workshop date, while PDF metadata shows the file was created on July 16 and the context page had added both the presentation and a recording by the July 22 Atlas review. The exact upload time is not stated.

Commission staff's August 20–21, 2026 meeting book item (Reference 4.6, Tab 19) recommends adoption of the 2026 Solutions for Congested Corridors Program Guidelines and states that the Accessibility evaluation criterion in Part IV, Section 17.2.2 was amended pursuant to Order 5 of Executive Order N-7-26 to emphasize first- and last-mile connectivity to transit infrastructure; the proposed guidelines are attached as Attachment B.
